Untold numbers of California's horses and burros disappear every day - where do they go?

Did you know? - In California it's a felony for any person in the state to possess, transfer, receive, or hold a horse (defined to include ponies, donkeys and mules) with the intent to kill it, or have it killed, where the person knows, or should have known, that any part of the carcass will be used for human consumption.

Did you know that despite the passing of CA PENAL § 598c in 1998, untold numbers of California's horses and burros are butchered alive on bloody slaughterhouse floors to this day?

Where do you believe the breakdown in the legal system occurs that sadly enables protected CA horses and burros to be slaughtered?
