Given the fact that there are roughly 200,000 acres in the MPWHT, we are extremely concerned that the MPWHT has an assigned allowable population of only 138 - 230 wild horses, (a mean of just 184 horses). Based on the same, the BLM and USFS would only allow one individual horse for every 1,087 acres, or 1.7 square miles. This is both absurd and contrary to the management goals and duties of the BLM and USFS. 

Given the current estimated population of 654 horses, there are roughly 306 acres, or 0.48 square miles per individual wild horse. This population is therefore well within the established horse carrying capacity of moderate horse density in relation to available forage, water & shelter. 

Per the proposed Wild Horse Management for MPWHT,  (https://fs.usda.gov/detail/inyo/landmanagement/resourcemanagement/?cid=fseprd1145518 ) the BLM and USFS overly simplify consideration of this legally protected herd. Further, there is absolutely no evidence to support the assertion that wild horses are destructive presences wherever they live. 

The BLM and USFS proposal further lack any alternatives to address the purported disturbances. WFLF and ISAHC experts have studied and visited the warm springs on the east shore of Mono Lake, including the high-use recreation areas such as Navy Beach and South Tufa, and have closely observed the mustangs around Montgomery Pass.  Moreover, factual evidence clearly demonstrates that there are scant bands with very little negative impact. 

The BLM and USFS have failed to consider the heavy snow last winter which created a natural emergency for the wild horses. As such, the horses were forced to seek areas where they could survive.  We have yet to discover any attempt by the BLM and USFS to help the horses during this natural emergency. 

This natural emergency does not provide any justification for the proposed reduction and or elimination of this important wild horse population. Further, per Sections 4 & 6 of WFHBA, Cooperative Agreements can be established with adjacent land management agencies and, or private landowners to provide all the year-round habitat requirements. Further, per the WFHBA, it is the agency’s legal duty to manage a sustainable and viable wild horse population; not to eliminate them. 

Further, the BLM and USFS have failed to recognize the benefits of the wild horses’ daily & seasonal movements that, in fact, support the ecosystem through the constitution of natural rest-rotation which allows the various sectors of their habitat to rebound. Substantial scientific evidence documents how the broad-ranging, semi-nomadic nature of the horses supports the ecosystem. 

Per the Wild Free-Roaming Horses & Burros Act they must be allowed to live naturally and freely and with minimum interference. Per the Act, they must be allowed to fulfill their natural niche and role in the ecosystem. BLM and USFS are actually in violation of this law by not working in favor of the herd, and by restricting, confining and removing them based on falsehoods and fabricated excuses.

Substantial scientific evidence has proven that wild horses are deeply rooted returned native species in North America. This fact is further demonstrated by fossil and petroglyphs found in the MPWHT. If there is merit to the suggested concerns of noticeable disturbance or conflict with visitors or traffic, it is the agency’s duty to develop and manage a protective plan that both mitigates & prevents the same. 

We propose that BLM and USFS create alternative watering sources and natural shelter areas that are away from the extreme weather patterns including any heavy snowstorms & blizzards & cold weather.  We further propose the construction of fencing and or other artificial barriers. For example, overpasses can be constructed at strategic locations along highways, and vivid traffic signs including speed control can easily be implemented. We further suggest the installation of speed control bumps which would be highly effective in slowing motorists down in specific areas. 

Wild horses can be easily conditioned through both positive reinforcement & safe and humane negative reinforcement to stay away from sensitive habitats & areas of possible conflict. These safe and humane methods have been successfully implemented with other large wild animals including elephants, rhinos & zebras to prevent conflicts in farmland and human dwelling areas, as well as sensitive habitats. 

We further propose that any plans to roundup and remove any wild horses from the MPWHT be canceled immediately, and that these management methods be instead implemented by the BLM and USFS. It’s important to additionally point out that these management methods would be far less expense to conduct than roundups, etc., which are in fact, far more destructive to the environment. 

Per the WFHBA, wild horses & burros contribute to the diversity of life forms within the nation and enrich the lives of the American people. Further, a wild horse/burro range, or legal area, is the amount of land necessary to sustain an existing herd or herds of wild free-roaming horses and burros and should be devoted principally but not necessarily exclusively to their welfare and be considered an integral part of the natural system of public lands.

Wild horses naturally build healthy, humus rich soils and disperse many intact seeds of a great variety of plants including many native species. They can and will naturally adapt to their ecosystem in harmonious ways that enhance the environment if allowed.

CALL TO ACTION: American Horses Need Your Support to Help get a New Lifesaving Senate Bill to the Floor and Passed

WFLF Saving America’s Horses joins Equine Welfare Alliance (EWA) to commend Senator Sonia Lewis and Lorena GarcĂ­a for their bold move in sponsoring and introducing SB23-038, a new Senate Bill that was just introduced on January 12, 2023, in Colorado to outlaw the slaughter of equines for human consumption.

Everyone is urged to help get the word out to Colorado residents for their support of this important legislation. 

Colorado residents are urged to call & email your members of congress, and the Senate Committee on Agriculture and Natural Resources now, and ask them to support SB23-038 so that it can be reported from committee to the Senate floor for a fair vote at the hearing Thursday, Feb 2nd.

America’s wild horses have been denied any genuine status or protection in the US. They have instead been labeled as “feral” and “invasive” which allows them to be legally harassed, shot, rounded up and hauled off to slaughter.

Horses and burros were previously thought to have disappeared from the continent roughly 10,000 years ago. However, a surmounting body of evidence confirms that horses never totally died out in America. Substantial evidence proves that the Equus species survived the ice age in America, and evidence of their continued presence has become too substantial to ignore.

Incontrovertible and indisputable fossil records and molecular biology evidence confirms that today’s Genus Equus (HORSES, BURROS and ZEBRAS) originated and co-evolved with the habitat of North America. Many people don’t even realize that the genus EQUUS, today’s horses and burros are GENETICALLY THE SAME as those that lived in the U.S. before their presumed extinction.

Why is this important? As a native species, wild horses and burros compliment the natural environment of North America. They are recognized by scientists all over the world for restoring rangelands, boosting biodiversity, and helping to the return of a wide variety of plants and invertebrates to the lands where they roam. Scientists and conservationists have indeed found that the re-introduction of wild equines to open lands is a positive way to restore ecosystems and wildlife.

Wild equids are keystone herbivores in our failing ecosystems, and wildfire fuel reducers. Their presence in the wild helps to slow climate change via a reduction in CO2 emissions from catastrophic wildfires. In the United Kingdom and other parts of the world, entire rangelands are successfully being rejuvenated through the return of wild equids in conservation grazing.

Saving America's Wild Horses & Burros from Extinction

ALERT!  The U.S. Forest Service (USFS) and the Bureau of Land Management (BLM) have recently accelerated their violent roundups and their intended removal of the last wild horses and burros from America’s public lands.  Countless wild horses’ and burros’ lives and the future of America’s free-roaming wild horses and burros are under immediate threat of destruction!   

According to the BLM’s own 2020-2021 estimate, the actual number of wild horses and burros on the open range has drastically declined by more than 96% since their last actual census.  This drastic decline was caused by The BLM; yet they are the agency charged by Congress to protect America’s wild horses and burros.

Now the BLM fully intends to severely diminish our horses’ and burros’ natural presence in the wild to less than 98%. See their most recent submitted report to Congress, BLM 2020 WHB Report.

As also revealed by the same Report, the BLM is complicit in their ruthless and methodical plan of genocidal intent to wipe out the last 1.3% of America’s precious wild horses and burros through acts of escalated violent roundups and permanent sterilization.

We are strongly opposed to this convoluted plan to sterilize the last 1.3% of America’s free roaming wild horses and burros.  We see this as a modern day “Trail of Tears” for America’s horses and burros whom are being zeroed out from their native lands.  

We as native people we honor the horse nation, our sacred relatives; horses and burros are as much a part of the land as we are; their future is our future.

Saving America's Horses helps to bring aid and provide for the vital needs America's at-risk equines through the support of wild and domestic horse and burro preservation and the prevention of equine cruelty.  

We have uncovered substantial evidence which suggests that the public is being misled about the use of PZP on free-roaming wild horses.  Many Need-to-Know facts about the use PZP on free-roaming wild horses and burros have been concealed and or omitted in the reports generated by agencies and groups that support it and or who benefit from the use of PZP on America’s free roaming wild horses and burros. 

We have extensively researched the risks of using PZP on America’s free roaming wild horses and burros.  The Wild For Life Foundation is a nonprofit animal protection organization which was founded for the purpose of prevention of cruelty to animals, and Saving America’s Horses is dedicated to breaking the cycle of animal cruelty and the protection of all equines from extermination, roundups, slaughter, and other forms of cruelty.  We are therefore opposed to the use of PZP on America’s free roaming wild horses and burros. We encourage all those who want to protect America’s wild horses and burros from cruelty to learn about the harmful risks and join in helping to expose the true facts.

NEED-TO-KNOW FACTS:

The off-label use of pesticides such as PZP is widely accepted for use by wild horse advocates to suppress fertility in captive Mustangs in nonbreeding environments such as sanctuaries and preserves.  However, the repeated use of these chemicals on equines in the wild could spell total disaster for wild equines due to the long-term adverse effects.

PZP (aka Spayvac) has come under fire by a growing number of concerned equine experts and advocates. Evidence shows the use of Spayvac and Gonacon on wild free roaming horses has been found to sterilize the mares and suppress their natural hormonal behaviors. Their fitness is altered, as is their ability to survive in the wild.

PZP is a pesticide-sterilant that was registered without toxicity-testing. It tricks the immune system into producing antibodies that cause ovarian dystrophy, autoimmune oophoritis, ovarian cysts, and premature ovarian failure. It causes out-of-season births, where foaling occurs nearly year-round rather than in the Spring.  After just 3 consecutive treatments, return to fertility could take up to 8 years, if ever, and the if the first dose is given before puberty it can trigger sterility.

Some wild horse groups have recently started supporting the use of PZP fertility control on equines in the wild, with the hope that the BLM would move away from their cruel and costly helicopter roundups.  However, the BLM does not care about the horses and burros, and if the last of America’s free-roaming wild horses and burros are repeatedly treated with PZP, their existence in the wild will soon be over.

In July 2018, Wild For Life Foundation celebrated its 10th anniversary of success in awarding winning charitable services and impeccable compliance with all applicable laws, regulations and operational policies.  And over the last year WFLF has taken considerable steps to demonstrate the board’s commitment to maintaining its high principles of integrity, objectivity and transparency. 

This past year, WFLF’s leadership team laid out an ambitious ProActive Crisis Communications plan as part of an Emergency Response policy.  This is a plan and goal toward increased safeguards to protect the organization, the animals and its mission from conflicts of interest, adversary propaganda, conjecture and the dissemination of inaccurate information.

The Board of Directors (BOD) is committed to providing accurate information to the public and its oversight and governance practices transcend transparency and accountability.  WFLF ensures that donated funds are used exclusively for its exempt purposes. In fact, on average 97% of each dollar raised goes directly to the benefit of animals in need.  The BOD is fully satisfied that WFLF’s work is carried out wholly to advance WFLF's charitable purposes. The BOD additionally commends its all volunteer staff for maintaining such admirable functional efficiency over the years.

BACKGROUND:
America's wild horse and burro population is under an escalated direct threat of the U.S.D.A, the U.S. Forest Service (USFS), the Department of Interior (DOI), the Bureau of Land Management (BLM) and the Bureau of Indian Affairs (BIA).  All of these agencies have demonstrated aggressive pro-slaughter agendas, although many activities have been hidden from the public. Make no mistake - these agencies operate in tandem and are at the root of the proslaughter movement.

CALIFORNIA WILD HORSES:

Currently, the Modoc Forest Service is rounding up 1000 California DEVIL'S GARDEN PLATEAU WILD HORSES with the intention to sell many horses without limitation, enabling buyers to purchase up to 36 horses for as little as one dollar each.

On Friday Nov 9, 2018 California Attorney General Becerra issued a WARNING to the USDA and the US Forest Service in Wash. DC, and both CA Forest Service Districts, to COMPLY with California Penal Code § 598c which PROHIBITS the slaughter of horses. Attorney General Becerra's warning comes within a few weeks of Saving America's Horses Global Call to Action to Stop the Slaughter of California's Wild Horses.

But the fight is far from over for California's horses and burros who are continuously shipped underground to slaughter almost every day, despite California's Penal Code § 598c.  Violating this law is a felony that carries a prison sentence of up to three years. Cal. Pen. Code § 598c(c). However, in the absence of federal protection, over 100,000 American horses are shipped across federal borders to slaughter plants in Mexico and Canada each year.

NATIONAL ISSUE:
In May 2018, the DOI ordered the BLM to empty out wild horse and holding corrals by selling 25 horses at a time with no questions asked to any buyer. Despite a prohibition on such cruelty by the Interior Appropriations Committee, the Interior Secretary has mandated that the horses must be sold. As pointed out by AG Becerra, this is a reversal of U.S. previous policy of following restrictions on the sale of wild horses that Congress regularly imposes on the federal Bureau of Land Management. Under these Congressional restrictions, wild horses cannot be sold for processing into commercial products, including food."

As advocates in the ongoing fight for a national win against slaughter, one of our biggest challenges has been and remains getting the truth out in the open. What most people don't realize is that the disinformation campaigns related to our mission are driven by deep pocket special interests who do NOT really care about the horses at all. No matter what you've heard, there is only one truth: horse slaughter is NOT humane euthanasia. Nor is it a "necessary evil".

The Wild For Life Foundation has become aware of bad faith deterrence of the organization's exempt purpose. The offenders are a small group of individuals -- who refuse to identify themselves and use aliases and cyber technology to obtain sensitive information about unsuspecting social media users, then expose them to offensive domains where false and deceptive information is promoted together with messages of violence and hate crimes.

The Wild For Life Foundation has stepped up security measures and reported the activities to authorities. Investigations are ongoing.

In early 2014, the Wild For Life Foundation (WFLF) received requests from a New Mexico nonprofit for money, services and goods to save the lives of approximately 150 of its horses from slaughter. WFLF launched a specific grassroots Rescue and Recovery Mission to help aid and save as many of the horses as possible. WFLF relied on its impeccable reputation and hard-earned resources to raise the attention and support needed to save these horses.  WFLF's robust advocacy and rescue efforts on behalf of its mission to save the horses caught international media attention and was followed and supported by the nation's top equine coalitions, several national animal welfare organizations and many equine rescue groups.

The New Mexico nonprofit and its representatives repeatedly endorsed and thanked WFLF and its

staff for their efforts in saving the horses’ lives. WFLF contributed large sums of money and valuable lifesaving services to the New Mexico nonprofit to aid and care for the at-risk horses that were being temporarily housed by the New Mexico nonprofit at dry lot cattle pens. WFLF expended over $18,000.00 in 2014 to evacuate and transport approximately 100 horses to new homes selected by the nonprofit. At the nonprofit’s request, and at WFLF’s expense, WFLF agreed to accept possession of approximately 48 of the least adoptable horses, including 3 pregnant mares, at two WFLF facilities in California. It cost WFLF over $55,000.00 to save the horses in 2014.  WFLF's costs to feed, house and care for these horses continued thereafter and have exceeded $150,000.00 since 2014.

In 2015, WFLF received an anonymous whistleblower report which eventually led to the termination of certain individuals and the parting of ways of the two organizations. Just before departing, a certain individual filed claims against two WFLF representatives.  The court dismissed both cases in their entirety less than one month after they were filed.

WFLF has moved on and continues to dedicate its hard-earned resources toward advancing our valuable and life-saving animal protection missions.  As demonstrated by numerous testimonials, reviews and awards, WFLF operates its services and programs with the highest level of integrity, compassion and honor. We have successfully saved hundreds of wild and domestic horses and burros from abuse, neglect, slaughter and other forms of cruelty. The animals served by WFLF are provided with quality tender loving care, and peaceful safe housing.

We appreciate the kind and generous contributions that our organization continues to receive in support of its work. Our focus remains steadfast on our principle objectives of saving, protecting and preserving America’s horses through rescue, sanctuary and education.
